Tech Mahindra, CoRover.ai launch sovereign AI partnership

Tech Mahindra has partnered with CoRover.ai to develop AI products for organisations and governments, centred on India-built systems for domestic and international markets.

The agreement covers sovereign AI, enterprise AI, agentic AI and digital public infrastructure. The two companies aim to turn existing platforms into deployable tools for public institutions, citizen services and private sector use.

Under the partnership, CoRover's BharatGPT platform will be combined with Tech Mahindra's Project Indus and TechM Orion platforms. The joint work will focus on AI systems designed around local language, context and operational requirements.

Both companies are positioning the alliance around demand from governments and organisations for AI tools aligned with sovereignty and compliance needs. Their stated goal is to build solutions that meet local requirements in India while remaining relevant to customers in other regions.

Platform focus

CoRover is known for conversational and generative AI products, while Tech Mahindra brings technology consulting, engineering and delivery operations across global markets. Together, they aim to expand the use of India-origin AI in commercial and public sector settings.

They also pointed to experience from AI deployments in India as a basis for expansion into other industries and geographies. This suggests the partnership will extend beyond product development to adapting those systems for different institutional and enterprise environments.

For Tech Mahindra, the move adds to a broader push into AI-led services and platforms. The company employs more than 146,000 people across 90 countries and provides consulting, information technology, enterprise applications, business process services, engineering, network services, customer experience and design, AI and analytics, and cloud and infrastructure services.

CoRover, meanwhile, has built its business around what it describes as full-stack enterprise AI and sovereign AI. Its offerings include BharatGPT foundation models, pre-integrated large language models and custom AI models tailored to sector, data and compliance requirements.

Local context

A central theme of the partnership is that AI systems should be built with local context in mind rather than adapted later. The companies said this applies to language, citizen services, operational design and public sector use cases, where domestic development is increasingly being linked to national control over data and digital infrastructure.

The focus on sovereign AI also reflects a broader debate across markets over where AI systems are trained, hosted and governed. Governments and regulated industries have shown growing interest in models that align more closely with local rules, data-handling expectations and public service requirements.

One area the companies highlighted is digital public infrastructure, a term often used for foundational digital systems that support services at scale. In practice, this can include platforms used for public access, institutional workflows and interactions between citizens and government bodies.
